Er geldt een nieuwe hoofdregel: de afnemer van een dienst geeft de BTW aan in zijn eigen land. Daarnaast geldt dat dienstverleners opgaaf intracommunautaire prestaties (ICP) doen. Bovendien doen leveranciers van goederen per 1 januari 2010 maandelijks opgaaf ICP als de omzet per kwartaal meer is dan 100.000 euro. En ondernemers die zakendoen met het buitenland vragen voortaan bij de Nederlandse Belastingdienst elektronisch BTW terug uit EU-landen.

Met ingang van 1 januari 2010 wordt de btw-regelgeving op een aantal punten ingrijpend gewijzigd. Op die datum treedt het zogenoemde btw-pakket in werking.
